About the library

The library started working in 1974 as a high education library and organizational unit of the Faculty of Law. At the time of its establishment it had a small number of publications and one employee.

Its further development was directed towards: obtaining new literature, spatial and cadre expansion and introduction of modern informational technologies into work processes.

The work process takes place in its three departments: Podgorica (where purchase, reception and processing of materials is carried out). Budva and Bijelo Polje(where publications are only rented for use)

By May 2006 the library had one more division at the Political Sciences Department of the Faculty of Law. During the separation of this department and its transformation to the Faculty of Political Sciences, Faculty of Law gifted to the newly founded library around 1600 library units of monographic publications and three titles of periodicals.

The library is a member of Montenegrin Association of Librarians, a professional association that takes care of protection, promotion and advancement of the profession and societies of legal and similar libraries in the South East Europe. (SEALL)

 

Library Funds

The library fund is not large in number but it was methodically and selectively chosen with help of the cadre and students and adapted to their needs. Fund is made out of representative materials from the field of social sciences with the accent on the law sciences.

The fund is made out of a few units:

Monographic publications

This fund is made out of around 20.000 library units in the area of: law, sociology, philosophy, history, economy, and other similar areas. The biggest part if this literature is in a textbook form.

A collection of referential literature (encyclopedias, lexicons, dictionaries, etc.) comprising 148 titles is included in this fund as a separate entity, then a collection of master theses and doctoral dissertations, defended at the Law Faculty in Podgorica and other law faculties from the republics of the former Yugoslavia, contains about 700 titles, then a collection of publications in the field of Women's Studies, which has 140 titles, most of them donated by the University of Oslo, and a collection of publications in foreign languages ​​from the area of Legal Clinic, which has about 200 titles and donations from foreign professors who were visiting lecturers at our faculty.

Periodical Publications

The fund is not large in number and is mostly made out of domestic journals. It consists of 2940 volumes, or 1030 volumes linked to 110 titles.

Library Funds are filled out by purchasing and exchanging books and as well as with gifts.

The library has intense cooperation with 28 other institutions in the process of exchanging publications. The most significant exchange takes place with the libraries of law faculties in the region:

Faculties exchange their publications among each other, then publications and official documents related to the adaptation of Bologna’s reform, and publications in the area of librarianship as well as all the periodical publications which are editions of the parent faculties.

Round table discussions which are held on topics important for development of law faculty libraries greatly helped this cooperation. Round table discussion is held annually starting in 2005 in Neum. Current topics have been:

Filling out library funds with various donations has made it possible to reduce the cost of purchasing publications. This form of procurement of publications is very opulent. Among the significant donors we can mention: WUS Austria, Saber Foundation, University of Oslo, University of Nottingham, US Embassy in Podgorica, GTZ Institute, UNICEF Office in Podgorica, Agency for Telecommunications of Montenegro, University of Montenegro, CID in Podgorica, Atlasmont Bank in Podgorica, and many others. The gifts from different individuals, professors, students and respectable people in the area of law are significant too.

 

Services

The library grants the use of materials from its funds, provides search of its and other database, provides information in the area of law, arranges interlibrary loans with other libraries.

Library membership and use of its services, funds and reading room is free of charge for all the users.

Space and equipment

 The library is situated on the first floor of the Law Faculty in the two rooms.

In one room there is the Library fund and the working space of the employees.

In the second room there is a reading room with 50 reading places. In the reading room there is an Internet classroom with 8 computers for the needs of the users.

 The computer network of the Library consists of 12 computers, 2 printers, 1 thermal printer, bar code reader, 1 scanner and a series of accompanying devices.

Extract from the Rulebook on the Work of the Library 

The library has about 1,500 users.

 

The library users are: undergraduate and postgraduate students at the Law Faculty, teachers and associates, administrative staff. The Library provides services to other users interested in its funds as well, recently to a large number of students from newly established private faculties in Montenegro. 
The relationship between the user and the Library is regulated by the Rulebook on the work of the Library, from which we highlight:

                                             Art. 12.

 

Students of the Law Faculty in Podgorica are obliged to deposit an index while using library materials, while other users, except for teachers and associates, are obliged to deposit their ID card.

                                            Art. 14.

 

Users can not take outside the library following materials: periodical and secondary publications, bibliographies, reference literature, master theses, doctoral dissertations, certain laws and commentaries of laws, publications that the library possesses in one sample.

 

                                             Art. 16.  

Students are obliged to return the borrowed publication within a month, and if not reserved, they can extend its use for another month.

 

                                           Art. 17.

 Students can use up to 3 books at the same time, and up to 2 textbooks.

                  

                                          Art. 19.

Students cannot obtain a certificate of graduation until they return publications to the library.

 

Library’s Catalogues

 

By 2004, the Library automated only the catalog processing of materials, i.e. the input of the library data was made in the local database according to the CDS / ISIS program in MMARC format. This database is only available off-line.

Since 2004, the library uses COBISS software. The COBISS / Cataloging module has been implemented, and there are about 4,700 records in the local database. On-line catalog, i.e. the local Library base is available for search at the web address: http://vbcg.vbcg.me/cobiss/

EBSCO database

EBSCO is the largest US "aggregator", or to say, the provider of databases and electronic resources in full text. It covers about 50 different electronic sources. It covers over 3,000 journals in full text (361 journals in the law area) and about 1,300 newspapers, magazines, manuals. Currently, 10 databases of social sciences and medicine are available.

Look for a list of exam literature

Choose the web page: web: www.pravni.net

Using the menu provided, select

Basic Studies> (year of study, example)> First Year> Subjects and Literature 
(Example: Subject- General State and Law Theory)> Download the file. Choose from the list of literature as an example of the book John Ralws: The Theory of Justice.

To check if there is the publication in the library of the Law Faculty, open the website   http://vbcg.vbcg.me/cobiss  (Virtual Library of Montenegro) and select the Faculty of Law, Podgorica. Search the electronic catalog of the library by the author or title of the publication, but also by other parameters. If the library has a publication, you can borrow it in the library.
If the library does not have the required publication on the same website, select the database "Mutual Bibliographic-Catalog Database COBIB.CG" to see if another library in Montenegro owns this publication. If you find that a library has the required publication, you must borrow it in that library.
