University of Montenegro was founded in 1974 and is the oldest institution of higher education in Montenegro. At the University he studied more than 20,000 students.

It is the only comprehensive higher education institution in the country, consisting of nineteen universities and two scientific institutes.

Since 2004, the organization of teaching and examinations carried out in accordance with the principles of the Bologna Declaration. The University is organized on the model of modern European universities. It has headquarters in Podgorica, and units and study programs are located in Niksic, Cetinje, Kotor, Herceg Novi, Bar, Budva, Bijelo Polje and Berane.

University of Montenegro is a member of the European University Association (EUA).

University Day is celebrated on 29 April, because on that day in 1974, formed the Assembly which will be managed by the University of Titograd, composed of the Economic, Technical and Faculty of Law, College of Education, Maritime College and Historical, Agriculture and the Institute for Biological and Medical Research . A year later, the University changed its name to University ,, Veljko Vlahovic ", and since 1992 bears the name of University of Montenegro. From the College of Education, and later teachers' college, formed the Faculty of Arts, and in 1978 from the Department of the Technical Faculty emerged Electrical, Mechanical and Metallurgical Faculty. In subsequent years, the University is going through different periods of reorganization. Formed a new university units, while in 1999, 25 years since its founding, the University was made up of 13 faculties, 4 independent scientific institutes and one more school.
