During this course, students will gain knowledge about: • The basic theoretical determinations of place and role of the institution of elections for the central organs of representative government; • Systematic study of the basic structural elements of the electoral system (number, size and magnitude of constituencies; methods and types of voting and each individual method of converting votes into parliament seats); • The principles adopted at the Second Session of the Conference on the Human Dimension (Copenhagen 1990); • Code of good conduct in electoral matters (guidelines and explanations); • Recommendations and advice for "designers" of the electoral laws in countries in transition; • The analysis of key election cycles in Montenegro before and after the independence referendum; especially about their political effects, i.e. comparative analysis of electoral systems in developed democratic countries with special emphasis on the European Union.
