Born on August 2, 1975 in Podgorica. He graduated at the Law Faculty of the University of Montenegro in 1999 as one of the best students in generation. He finished postgraduate studies at the Law Faculty of the University of Belgrade, on which he obtained his scientific title as a Mater of legal science in 2003. He defended master thesis Administrative Matters adn Constitutional Appeal with highest honor. Doctoral thesis Parliamentary control of public administration in 2007 with highest honor.
