The second Horizon Europe strategic plan 2025-2027

The Commission adopted the second strategic plan for Horizon Europe which points the way for the last three years of the programme.

The strategic plan sets out three key strategic orientations for research and innovation investments for 2025-2027:

🔹 Green transition

🔹 Digital transition

🔹 More resilient, competitive, inclusive & democratic Europe

What else?

🔸 It identifies nine new European co-funded and co-programmed partnerships

🔸 It provides an overview of the EU Missions achievements in their first years

🔸 It introduces the New European Bauhaus facility

For 2025-2027, Horizon Europe sets an ambitious target:

✔ 10% on biodiversity

In addition to the existing ones:

✔ 35% on climate action

✔ at least EUR 13 billion on core digital technologies
