The Ministry Issued License for Unaccredited Study Program?!
Education inspection sent yesterday by the Ministry of Education for the inspection supervision, on 10th July 2017, when also Rector, Secretary General and Director of Center for Studies and Quality Control UoM were present, is familiarized with all relevant documentation and legal regulations which confirm the rightness of the Decision made by the UoM that it is not possible to enroll unaccredited study program. Even though the inspection did not have any objections or remarks to the proceedings of the University, until today the written finding has not been delivered.
The University of Montenegro has been given by the Ministry of Education today on July 11th 2017 the decision (rješenje) to determine the number of students for enrolment into the first year of studies of UoM (license) for all organizational units, according to study programs.
The decision is dated by the Ministry of Education on July 3rd 2017, UPI number 060-84/2017-1.
The decision was made at the request (template) (zahtjev (obrazac) of the University addressed on May 15th 2017, after accreditation of UoM from May 12th 2017 made by the Council for Higher Education and international expert committees.
The decision is obviously illegal in terms of giving the license for study program which is not accredited in Berane.
In more details, under point 16 the Medical Faculty Podgorica – the Decision contains item “Higher Medical School, Berane” even though the University filed the request for licensing this study program in Podgorica. All submitted evidence for meeting licensed conditions is in Podgorica, in accordance with accreditation elaborate.
It is not legally possible to give the license opposite from license request. It is legal nonsense and legal violence to issue the license in Berane for study program which is accredited in accordance with international standards in Podgorica, and complete documentation in this regard is in possession of both Ministry of Education and Education Inspection.
The University of Montenegro has arranged the session of the Senate, highest academic body, which is ready to confirm its attitude one more time being is firstly for the benefit of students and accorded with institutional responsibility.
