PUBLIC CALL for expressions of interest for membership in the working groups of the Innovation Council and S3

PUBLIC CALL TO SCIENTISTS, RESEARCHERS, ECONOMY AND BUSINESS ASSOCIATIONS for expressing interest in membership in innovation working groups of the Council for Innovation and Smart Specialization

The Ministry of Science and Technological Development appointed the first composition of innovation working groups on September 1, 2022, for a period of one year. In accordance with the Conclusion of the Council for Innovation and Smart Specialization from May 31, 2023, the Ministry is obliged to implement a new call for the appointment of a new composition of innovation working groups for the four priority areas of the Smart Specialization Strategy (Sustainable agriculture and the food value chain; Energy and sustainable environment; Sustainable and health tourism; and Information and communication technologies as a horizontal priority in the function of development of 3 other priorities), and their main tasks will be:

  • Mapping the economic, scientific and innovation potential of Montenegro;
  • Identifying, collecting and considering proposals for activities, measures, instruments for the improvement of S3 priority areas;
  • Leading the Entrepreneurial Discovery Process;
  • Participation in monitoring the implementation of the Action Plan for the implementation of the Operational Program for the implementation of the Smart Specialization Strategy 2023-2024;and
  • Participation in the preparation of the new strategic cycle for the period 2025-2029.

Montenegro is the first country in the Western Balkans to adopt the Smart Specialization Strategy: (https://www.gov.me/dokumenta/18205a91-1afc-4eb7-a5cb-8ad5bd0b7712) and among the first countries that developed and adopted the Operational Program for implementation: (https://www.gov.me/dokumenta/1930c6c5-1df9-4393-bef2-6c4b40153edc).

The preparation of a new strategic document for the period 2025-2029 will follow during 2024.

For that reason, the Ministry invites interested scientists, researchers, businesspeople and business associations dealing with issues from the abovementioned priority S3 areas to submit proposals for the selection of representatives of innovation working groups.

Given that the process of smart specialization networks several sectorial policies in which there is a great potential for connecting research and innovation with the economy, planning activities and projects requires active participation of the public and broad consultations with the civil, scientific-research and economic sectors.

Each of the innovation working groups (4) will have one representative of science and one representative of the economy.

In addition, the Ministry encourages the potentially interested public to contact them in the same way, in a free form, if they have a proposal, suggestion or comment that could contribute to the quality of work of these working bodies.

The deadline for submission of applications for members of innovation working groups is September 1, 2023.

With the expression of interest, it is necessary to specify the priority area of smart specialization and submit a curriculum vitae, motivation letter, as well as any attachments/references relevant to the specified priority area, and it is to be done exclusively to the following email address: isidora.injac@mntr.gov.me.  In the Subject of the email, specify the following "Interest in membership in innovation working groups - S3".
