MSCA Staff Exchanges 2023 Call is now open

Within the Marrie Sklodowska Currie Actions, the leading program of the European Union for funding doctoral and postdoctoral studies of researchers, the MSCA Staff Exchanges Call 2023 has been opened.

Staff Exchange within the Marija Sklodovska Curie action promotes international, interdisciplinary and intersectoral sustainable cooperation in the field of research and innovation through mobility.

This call includes institutions from the academic and business sectors (SMEs) from across Europe and beyond, and is open to research, technical, administrative and managerial staff supporting research and innovation activities.

Staff exchanges are open to international consortia of universities, research institutions, companies and other non-academic organizations, in accordance with the following rules:

  • at least three organizations from three different countries must be represented (in addition to this minimum, participation of organizations from any country is possible);
  • if all represented organizations belong to the same sector (academic or non-academic), at least one must be from a third country that is not affiliated to the Horizon Europe programme.

Staff exchange projects can last up to 4 years, and they finance the mobility of staff for a duration of 1 month to 1 year, per person. Staff involved in staff exchange projects are expected to return to their institution in order to transfer the knowledge gained.

This call includes three dimensions of mobility: intersectoral, international and interdisciplinary. Exchanges between institutions in EU member states or countries affiliated to the Horizon Europe program should mainly be intersectoral. Also, exchanges within the same sector are possible provided they are interdisciplinary. Interdisciplinarity is not required for exchanges within the same sector in the case of partnerships with organizations from third countries, which are not affiliated to the Horizon Europe programme.

Staff exchange implies that:

  • researchers can be at any career stage, from doctoral students to postdoctoral students, as well as administrative, technical or managerial staff involved in research and innovation activities;
  • staff must be engaged in the organization that sends them (that is, actively work on jobs related to relevant research and innovation activities) for at least one month before the exchange;
  • at the end of the mobility, the staff must return to the sending organization in order to transfer the acquired knowledge and continue to encourage cooperation.

Through the MSCA staff exchange, travel, accommodation, living expenses, special needs allowance, if applicable, and funding for research, training and networking activities, as well as management costs and indirect costs are also provided. Also, it is important to note that the organization that sends staff on exchange should continue to pay the salary during the exchange period.

The total budget for 2024 is 78.5 million euros.

Indicative framework:

  • February 28, 2024: Deadline for submitting project proposals
  • June/July 2024: Informing candidates about the results of the call
  • November 2024: Signing of the grant agreement
  • November 2024: Start of implementation of approved projects
