Commission proposes new measures on skills and talent to help address critical labour shortages

The European Commission adopted a comprehensive Skills and Talent Mobility package, a pivotal move to enhance the EUs global competitiveness and address skills shortages.

Highlights of the key initiatives:

  • EU Talent Pool: Bridging Borders, Unleashing Potential
  • Innovative Platform: Introducing a groundbreaking EU Talent Pool, a first-of-its-kind platform facilitating the recruitment of non-EU jobseekers in EU-wide shortage occupations.
  • Voluntary Participation: Member States have the flexibility to voluntarily participate, supporting platform management and benefiting from an expanded pool of international skills and talent.
  • Fair Recruitment: Robust safeguards ensure fair recruitment practices and working conditions, aligning with the spirit of the European Year of Skills.
  • Talent Partnerships: The EU Talent Pool dovetails with Talent Partnerships, fostering tailor-made collaborations with non-EU nations, providing work or training mobility. A Talent Partnership Pass certifies qualifications for jobseekers, promoting legal migration.

Easier and faster recognition of qualifications gained in third countries

Facilitating the recognition of qualifications and validation of skills gained in non-EU countries is a key enabler for employers seeking skilled workers, and for third country nationals seeking access to the EU jobs market, as well as their integration into host societies. Set of proposed measures to simplify and speed up this process include:

  • Efficient Recognition: Proposing measures to simplify and expedite the recognition of skills and qualifications of third-country nationals, modernizing the existing system.
  • Enhanced Comparability: Improving comparability of third-country qualifications and assessment procedures, facilitating swift recognition decisions to address EU shortage occupations.

Making learning mobility an opportunity for everybody

  • Inclusive Learning Mobility: The Council Recommendation, Europe on the move, advocates learning mobility integration across education and training pathways.
  • 2030 Goals: Ambitious targets set for 2030 include 25% mobility experience for higher education graduates, and 15% for vocational learners.
  • Global Attractiveness: Promoting the EU as a learning destination for international talent aligns with the geopolitical dimension of the European Education Area.
  • Concrete Steps: The proposal includes Commission commitments to monitor and support Member States in developing action plans for goal implementation.
