He was born on October 12, 1963 in Bijelo Polje, where he finished elementary school and high school as a winner of the "Luča I" Diploma and a student of his generation.

He graduated from the Faculty of Law, the Faculty of Philosophy and the Higher School of Internal Affairs. He passed the bar exam. He completed his masters studies at the Faculty of Law of the University of Belgrade, defending his masters thesis entitled "Internal affairs authorities in securing evidence for criminal proceedings". He completed his doctoral studies at the Faculty of Law of the University of Belgrade, defending his doctoral dissertation entitled "Detecting and Suppressing Drug Abuse". He trained scientifically and professionally in renowned institutions in the country and abroad.

In the period from 1988 to 2006, he held several responsible positions in the Ministry of Internal Affairs of Montenegro, the Ministry of Justice of Montenegro and the Ministry of Finance of Montenegro.

Academic year 2004/2005. and 2005/2006. As an expert in practice, he taught at the Faculty of Law in the criminal law group of subjects. In 2006, he was elected to the position of assistant professor for the criminal law group of subjects at the Faculty of Law and the Faculty of Political Sciences of the University of Montenegro. In 2012, he was elected to the position of associate professor for the scientific field of criminal law at the Faculty of Law and the Faculty of Legal Sciences. In 2017, he was elected full professor for the criminal law group of subjects at the Faculty of Law and the Faculty of Political Sciences of the University of Montenegro.

He was a mentor on more than 1,000 specialist theses, 250 masters theses and 11 doctoral dissertations in Montenegro and abroad. As a visiting professor, he is engaged at prestigious universities. He is a participant in a large number of international conferences, where he gave introductory presentations.

He was the manager of the Security and Criminology study program and the manager of the specialist studies of the Criminal Law Department at the Faculty of Law. In the period from 2016 to 2019, he was the dean of the Faculty of Law. From 2018 to 2021, he was a member of the Prosecutors Council. He was engaged as an expert of the Council of Europe for criminal justice.

He is a manager and member of international professional associations. He is the winner of numerous awards and recognitions.

He published the following monographs: "Female criminality in Montenegro" (2022); "Montenegro victimology and victim protection" (2020); "Criminality and drug addiction" (2016); "Criminal acts against life and body" (2015); "Organized crime" (2014); "Determination of the constitutive elements of a criminal offense" (2011); "Detecting and combating drug abuse" (2003); "Internal affairs authorities in securing evidence for criminal proceedings" (2002); "Problems of classification and reclassification of convicted persons in the practice of ZIKS-KPD Podgorica" (1996); "Youth alcoholism" (1988).

He published the following textbooks: "Criminal methodology" (2018); "Criminal Tactics" (2017); "Special investigative methods" (2013); "Fundamentals of Criminology" (2010); "Criminology" (2007).

He has published around 200 scientific and professional papers, of which a significant number are indexed in international journals.
