Information about the study program Cyber security
In the long time period the world has been facing the significant lack of the qualified workforce in the area of cyber security which has become very important in almost all organizations in society, both in government institutions and economy. At the global level, it is estimated that there are almost 1, 8 million vacancies in this domain. Besides that, the demand for personnel is constantly increasing. The similar situation is in our country. The only way for reducing this issue is education of experts by establishing the available study programs.
The basic goal of the study program “Cyber Security” is to enable students to acquire multidisciplinary knowledge through their studies, with the emphasis on cyber security. It is about interdisciplinary study program, where the computer security is studied from more various aspects, such as security of communication and software infrastructure, legal frameworks, standards, etc. Accordingly, the teaching courses will be performed by the staff from a larger number of university units depending on the aspect being studied. Beside the experts from the University of Montenegro, a number of experts will be engaged from international universities. Consequently the teaching courses will be performed in the English language, which will contribute to the internationalization of the University of Montenegro.
Before mentioned profile of experts is deficient in Montenegro both in private and public sectors, where the need for information security experts is particularly pronounced considering the standards set by NATO. Besides the New Draft Law on Information Security of Montenegro predicts the establishing the Cyber Security Agency, which will additionally emphasize the need for human resources in this domain. According to the ICT Deficiency Occupation Survey conducted by the Montenegrin Chamber of Commerce, the need to engage the new staff was expressed by 86,5% employers, expressing the need to engage the adequate professionals in the Montenegrin labour market.
The experts in this field will be necessary to the organizations and companies dealing with the cyber security issues, as well as those who meet in their work with the mentioned challenges. Dynamic development of the new ICT occupations, not only for ICT sector as a separate industry, but also as logistical support to the other sectors, conditions the agile development of educational models which adequately meet labour market demands.
The study program ”Cyber Security” will obtain the adequate education from the area of cyber security which corresponds the needs of the labour market. Basic goals and learning outcomes include studying the advanced practical techniques for solving the complex issues in the area of cyber security, but also the studying the theoretical knowledge which enable the further development and improvement in this area. In short, after the finished studies student will be able to apply principles of professional responsibilities and ethics for the purpose of informational and cyber security, define and understand and critically analyse the issues in cyber security and suggest the solutions and at the end, individually improve the personal skills from the area of cyber security.
The approach to the issues of cyber security must be the integral part of the approach to the popularization of digital transformation and Internet that is to the promotion to the informational society as a whole. The proposed program is in accordance with the key strategic documents at the national level, as well as with the Conclusion of the Government about the necessity of affirmation of professional associations at the national level, introducing the systematic education of experts and inclusion of topics from the area of cyber security in the regular school programs.
Additionally, new-established Regional Cyber Security Centre, which will be opened in the scope of National-technological park in Podgorica, gives the further motivation for the implementation of this study program.
Upon the completion of the program, the students will be able to:
- Demonstrate creative, analytical and synthetic thinking skills,
- Apply the principles of professional responsibility and ethics with the purpose of informational and cyber security,
- Use the informational and communicational technologies,
- Show the skills necessary for team work,
- Find the information and critically estimate them
- Individually improve personal skills and knowledge from the area of cyber security
- Define, understand and critically analyze the issues in cyber security and suggest the solutions
- Conceptually define the concept of informational security with integral analysing their implications according to the system of national, regional and global security.
- Individually identify of the conceptual forms of endangering of informational security
- Analyse the regulatory and institutional challenges in the regime of the security of critical informational infrastructure (CII) ;
- Critically estimate standards and good practices in the area of improving of informational security;
- Define and analyse the ways how informational and communicational technologies are used for undertaking the criminal activities;
- Systematically interpret and correctly apply the legal framework of criminal offenses against the security of computer data;
- Develop high level of proficiency in technical English.
