On the Faculty of Political Sciences of the University of Montenegro, Sigrid Rossteutcher, PhD, Full Professor of the University in Frankfurt held lecture on October 29th 2019.

The lecture was held within program of guest lectures conducted with the support of the EU info center.  Topic of the lecture was influence of polarization of party systems in the world within electoral voting. Work presented by Professor Rossteutcher is based on data of Comparative Study of Electoral Systems (CSES).

Polarization of party systems and polarization of society in general is one of a heating topic currently in the world not only of political theory and science but political practice also. Polarization endangers social cohesion of the society, brings to dysfunctional ruling and political decisions without compromise whatsoever. Anthony Downs in his work Economic Theory of Democracy pointed out to perils of polarized electorate: “Democracy does not lead to effective, stable government when the electorate is polarized. Either the distribution must change or democracy will be replaced by tyranny in which one extreme imposes its will upon the other“(Downs 195). In her work professor Rossteutcher concludes that party polarization decreases electoral voting, but the more voters are able to ideologically diversify parties, the more they vote.
