New edition of "Berlin Treaty 1878."

The great historical significance of the Berlin Congress and the independent international status that Montenegro gained at such an important international conference were a sufficient scientific motive for the Historical Institute of UCG to prepare a new, third and amended edition of the publication "Berlin Treaty of 1878." The first edition was printed more than 10 years ago on the basis of documents from the Archives of Foreign Affairs of the Russian Empire. The second edition, in 2018, was prepared primarily on the basis of documents from the Political Archives of the Office of the Ministry of Foreign Affairs in Berlin. The latest edition combines earlier and new sources; the text of the Berlin Treaty in French, German, English and Montenegrin, the Ratification of the Treaty as well as the accompanying study The International Legal Significance of the Berlin Treaty of 1878 and the Ratification Instruments of the States Parties were presented in four languages. The organizer of this edition is Dr. Radoslav Raspopović.

The Berlin Congress, in 1878, represented a turning point in the history of Montenegro, giving a strong stamp and shaping its political, economic, cultural and overall social reality. This event had far-reaching consequences for the modern history of the European continent and was a kind of introduction to the end of the empires that ruled the world until then. In the chronology of international congresses and conferences held during the 19th and the beginning of the 20th century, this one, which took place in Berlin in 1878, is one of the most important ever held in Europe in terms of importance for the entire relationship in the international community. He represented the link between the Congress of Vienna in 1814/15. held after the revolution in France in 1789 and the Napoleonic Wars that followed the Congress of Versailles in 1919. Viewed from that angle, the Congress in Berlin is certainly the most important official gathering of representatives of the great powers within these chronological boundaries. It decided the directions of foreign policy and the character of international relations among the members of the international community, not only in Europe. The most important achievement of the Berlin Process is the international recognition of the state subjectivity of Montenegro, won after centuries of struggle in this area.
