The new issue of the journal Historical Records 3-4 / 2018 is available on the website of the Historical Institute of the University of Montenegro. The first part of the issue is dedicated to the celebration of the 140th anniversary of the Berlin Congress in 1878 and the first independence of Montenegro, held at the Rectorate of the University of Montenegro on November 12th, 2018.

The thematic part of the issue is dedicated to Montenegro and 1918. Having in mind the significance of this period for the History of Europe, Slavic peoples and Montenegro itself, the Editorial Board of the journal decided to dedicate one of its issues to this major historical milestone. In this way, we join a series of activities by which the international scientific community marked the end of operations in, until then, the largest war conflict in history and the opening of a new chapter in the development of relations on the world political scene.

With the end of the First World War, various solutions were sought at the Paris Peace Conference: from those to mitigate the consequences of the war, to others that meant reorganizing relations in the international community and changing the geopolitical map of Europe. As part of resolving these and many other issues, Austro-Hungary disappeared, and new states were created in Europe, including the Kingdom of Serbs, Croats and Slovenes. Also with the end of the First World War, the Kingdom of Montenegro ceased to exist, which based its international subjectivity on the decisions of the Berlin Congress from 1878.

In the thematic part of the issue, the works of Radoslava Raspopovića and Serba Rastodera from the University of Montenegro were published, as well as colleagues from Belgrade (Miroslav Radivojevic, Srdjan Micic), Ljubljana (Maja Vehar, Ivan Smiljanic and Peter Miksa), Budapest (László Gulyás, Ferenc Szávai). Within the Sources section, colleagues Slavko Burzanović and Ivan Laković prepared documents from the operational archives of the Adriatic Troops Command for November and December 1918, which are kept in the archives of the Historical Institute.

The Chronicle section reviews the opening of the exhibition dedicated to the 140th anniversary of the Berlin Congress - as part of the "European Cultural Heritage Days" event, as well as the scientific conference "Cultural Heritage of Montenegro", held in Podgorica, September 21st, 2018. Radoslav Raspopović's presentation Historical context of the new independence of Poland in 1918 was presented in the section Occasions. The lecture was held at the Rectorate of the University of Montenegro on November 9, 2018 at the ceremony celebrating the 100th anniversary of the new independence of Poland.
