Gordana Paović-Jeknić, PhD, Receives Recognition for Special Contribution to Science and Research and International Recognizability of the University of Montenegro

Based on the proposal of the Council of the Faculty of Law, Full Professor Gordana Paović-Jeknić, PhD, full professor at the Faculty of Law of the University of Montenegro, has been awarded recognition for her exceptional contribution to scientific research and the international visibility of the University of Montenegro. The award was presented by Rector Vladimir Božović, PhD, during the ceremonial session of the University Senate.

In the past year, Paović-Jeknić, PhD, made a significant contribution to international visibility of the University of Montenegro by organizing and moderating the Faculty of Laws panel titled "Legal, Ethical, and Social Implications of Artificial Intelligence in Infrastructure Systems." The panel was held in Belgrade in October 2024, as part of the prestigious international conference "Critical Infrastructure Systems in the Era of Artificial Intelligence."

Through her research and teaching activities within international projects, including the Jean Monet project and the EMIMI module dedicated to EU tax and budget law, she has further contributed to the University of Montenegro’s recognition in the European academic space. Additionally, as a member of the Commission of the Ministry of Finance of Montenegro for licensing tax advisors, she played a key role in developing the tax advisory profession in the country, leading to the establishment of the Chamber of Tax Advisors of Montenegro in 2023.

For the Kopaonik School of Natural Law 2024, Professor Paović-Jeknić prepared a paper titled "Tax Advisors in Montenegro," while in the Pravni zbornik – Journal of Legal Theory and Practice of the Association of Lawyers of Montenegro, she published a study titled "Budget Control in Montenegro – 20 Years since establishment of the State Audit Institution." This work is of particular importance, as she was actively involved as a consultant for the German GTZ organization in establishing the State Audit Institution of Montenegro, drafting the first law regulating its organization and operation, and serving as its first president.

Professor Gordana Paović-Jeknić is a distinguished scholar in the field of tax and budget law, with extensive experience in teaching, research, and international collaboration. Throughout her academic career, she has taught undergraduate and masters courses in financial law and EU tax and budget law. She has served as vice dean for teaching and finance at the Faculty of Law, was the first president of the Senate of the State Audit Institution of Montenegro, and has been a member of key advisory bodies of the Parliament and Government of Montenegro in the areas of constitutional law, budget control, and tax policy.

She has actively participated in drafting tax laws and budget control legislation in cooperation with international organizations such as UNDP, GTZ, USAID, the European Bank for Reconstruction and Development (EBRD), and the Westminster Foundation.

She is the author of numerous scientific papers published in renowned journals, a co-author of textbooks, and the author of several monographs.

She graduated from the Faculty of Law of the University of Montenegro in 1987 with an average grade of 9.16 and was awarded the UMNE Student Award and the "December 19" Award of the Podgorica Municipality Assembly. She earned her masters degree at the Faculty of Law of the University of Belgrade in 1996 and defended her doctoral dissertation, "Budget Control: Yugoslav and Italian Law," in 1999.

The recognition awarded to her confirms her long-standing contribution to advancing scientific research and international reputation of the University of Montenegro.
