Horizon Europe - the next research and innovation framework programme 2021-2027

 

Horizon Europe beginning in 2021 as successor of Horizon 2020, is an ambitious €100 billion research and innovation programme. The European Parliament and the Council of the EU reached provisional agreement on Horizon Europe in March and April 2019, which led to endorsement of the provisional agreement by the European Parliament on 17 April 2019.

Horizon Europe aims to shape Europe’s future incorporating research and innovation pursuing clearly defined targets and:

           ■ Focusing research and innovation on the ecological, social and economic transitions and related societal challenges;

           ■ Leveraging Europe’s scientific strengths into leadership in breakthrough and disruptive innovation;

           ■ Setting ambitious goals for issues that affect daily life, such as skills development, the fight against cancer, harmful emissions, and the state of the oceans, including plastics;

           ■ Focusing on cutting-edge research and innovation projects spanning from research and innovation to deployment.

 

The investment and activities will:

           ■ strengthen the EU's scientific and technological bases and the European Research Area (ERA);

           ■ boost Europe's innovation capacity, competitiveness and jobs;

           ■ deliver on citizens' priorities and sustain socio-economic model and values.

 

Horizon Europe that will be structured in three pillars (Open Science, Global Challenges and Industrial Competitiveness and Open Innovation), with activities aimed at expanding participation and strengthening the European Research Area, identified 5 broad mission areas:

           ■ Mission area: Adaptation to climate change including societal transformation

           ■ Mission area: Cancer

           ■ Mission area: Climate-neutral and smart cities

           ■ Mission area: Healthy oceans, seas, coastal and inland waters

           ■ Mission area: Soil health and food

 

The proposed programme budget shall finance:

           ■ Excellent Science - 25.8 bil EUR

           ■ Global Challenges &European Ind. Comp.- 52.7 bil EUR

           ■ Innovative Europe - 13.5 bil EUR

           ■ Widening Part. & ERA- 2.1 bil EUR

           ■ Euratom- 2.4 bil EUR

           ■ The budget includes EUR 3.5 billion allocated under the InvestEUFund.
