HRS4R




The University of Montenegro (UCG) has retained the status of an institution awarded the HR Excellence in Research logo (HRS4R) by the European Commission (EC), valid until 2025.

In 2020, the European Commission granted UCG the HR Excellence in Research award, thereby recognizing the oldest higher education institution in Montenegro as an internationally acknowledged promoter of a stimulating and attractive working environment for researchers. Following the submission of its mandatory Progress Report two years after the initial award, and on the basis of its adopted Strategy and Action Plan, UCG demonstrated compliance with EC standards concerning researchers’ rights and obligations, recruitment procedures, and the creation of favorable conditions for research. The EC provided a positive evaluation, thereby extending the University’s HRS4R status for an additional three years and confirming UCG’s commitment to continuous alignment with European principles of research excellence.

With the aim of fostering an attractive, open, and sustainable European research labor market, in 2005 the European Commission adopted the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers. The Charter defines the rights and responsibilities of researchers and their host institutions, while the Code of Conduct emphasizes equality and transparency in recruitment procedures across Europe. The Charter also sets out researchers’ obligations regarding ethical norms, legal, and contractual responsibilities. Together, these two instruments ensure equal rights and obligations for researchers in all European countries. By introducing a recognizable visual identity for HRS4R, the European Commission highlights the efforts of institutions that have successfully implemented the principles of the Charter and the Code. The logo thus enables researchers to identify and value organizations committed to research, innovation, and academic excellence. This recognition is of particular importance in applying for international projects and in participating in European and global research consortia. The University of Montenegro continues to strengthen its competitiveness and international standing through the implementation of the UCG Development Strategy 2019–2024 and the Internationalization Strategy 2021–2026.
