Positive business at the end of 2020 with 14.9 million euros of own funds in the accounts of the University of Montenegro

At the University of Montenegro, in the previous year, referred responsibly to financial resources managed exclusively rationally and at the same tame transparently. It was confirmed by positive financial business and significant investment in developing capacities of the University, stated the Rector full prof. Danilo Nikolić, PhD.

According to the Rector, the allocated budget funds for the previous year amounted to 20.75 million euros.

“These funds were spent on the following items: salaries of employees (18.8 million euros), materials and services (428 euros), commissions for master’s and doctoral studies for the professors outside the University of Montenegro and rewarding employees through regulations (112.416 euros), external cooperation and payment of clinicians respectively and externally engaged professors outside the University of Montenegro (1.420.904 euros), water and utilities (16.986 euros), fuel and heating oil (136.071 euros), electricity (127.895 euros) and repayments from previous years in the form of tution refunds to students of master’s studies and surtax to the municipality from previous years (51.672 euros)”, he said and added that a total of 20.753.725 euros was spent, which completely spent the budget received from the Government of Montenegro.

When it comes to own revenues, the Rector says that in the previous years, they amounted to 11.4 million euros and referred mainly to scientific research and tuition fees.

“At the end of the year we achieved positive financial operations so as that on all accounts of the University of Montenegro, as of December 31, 2020, we have 14.9 million euros of our own fund”, explained Nikolić.

He pointed out that numerous activities were taken in order to improve social, professional and material status of employees of the University, including the amendment of the Collective Agreement which provided a nine percent increase in salaries last year and a three percent increase for the current year. 

“For rewarding scientific research activities 400.000 euros have beena llocated, while 2 million euros have been allocated from the housing fund for solving the housing needs of employees by allocating funds on favorable terms (the realization of current Competition is in progress). The plan is to build the four residential buildings for the employees, for which the consent of the Government was obtained and a request was submitted to the line ministry to announce an open competition for a conceptual solution”, the Rector states.

Nikolić says that the optimization of the University administration was taken into account, in accordance with the recommendations of the International Institutional Evaluation of the University and the Agreement on the Financing of the University of Montenegro with the Government of Montenegro.

“In the previous three years, we reduced the number of employees in the administration from 433 to 380, but at the same time we kept the same number of teaching and research staff (professors and assistants)”, he explains.

In the last year, he added that the significant investments were made in modernization and digitalization of the infrastructure of the University of Montenegro.


“We have set aside 1.92 million euros for investment maintenance of facilities, computers, teaching and scientific research equipment, equipping amphitheaters, libraries and reading rooms and we have speeded up the process of digitalization of the University”, said Nikolić.

The financial operations of the University, concludes the Rector, were in accordance with legal obligations, transparent and publicly available on the website through Financial Reports, Financial Plan and Public Procurement Plan for the current year.

“In this way, with financial efficiency, we create the necessary conditions for quality education, scientific production, international affirmation and social responsible activities of the University of Montenegro, as the central institution of Montenegrin education, science and art”, concludes Nikolić.
