Based on Article 98 of the Higher Education Law (Official Gazette of Montenegro, 44/14, 52/14, 47/15, 40/16, 42/17, 71/17, 55/18, 3/19, 17/19, 47/19, 72/19, 74/20 and 104/21), Article 136 of the Statute of the University of Montenegro (UoM Journal, no. 337 – special edition, 2015), Article 27 of the Decision on Amendments to the Statute of the University of Montenegro (UoM Journal, no. 447, 2018) and Article 7 of the Rules of Doctoral Studies (UoM Journal, no. 513, 2020), and in relation to the Decisions of the Governing Board of the University of Montenegro no. 02–301/1, of o8 09 2021, and no. 02–301/2-1, of 29 09 2021, the Centre for Doctoral Studies of the University of Montenegro publishes the

FOR ADMISSION TO THE DOCTORAL STUDIES

 

  1. Number of places and fees:

The number of students for the admission to the doctoral studies within the second Call for the study 2021/2022 year, according to the Decision of the Governing Board of the Universitz of Montenegro, no. 02-301/1, of 08.09.2021, and the results after the first Call, are at the following organizational units and study programmes of the University of Montenegro:

The fee for doctoral studies, enrolled for the study 2021/2022 year, is determined by the Decision of the Governing Board of the University of Montenegro, no. 02–301/2-1, of 29.09.2021, and is 250.00 euro per semester for all study programmes.

 

  1. Eligibility:

The applicants for admission have to provide evidence of previously obtained diploma of the academic title of master, or an academic diploma of regulated professions, after having obtained a minimum of 300 ECTS

Doctoral studies last three academic years (six semesters), i.e. they are worth 180 ECTS.

A candidate for admission should submit an application and proofs of eligibility to apply. 

B2 level of English proficiency is required for admission into doctoral studies, in accordance with the Common European Framework of Reference for Languages.

Foreign nationals can enroll the doctoral study programme under the same conditions as Montenegrin citizens, after previously performing recognition of a foreign educational certificate on completed prior cycle/degree/level of studies, which is the precondition for admission.

Admission is done on a competitive basis, according to the average mark during the previous level of studies, after the ranking process is completed. Candidates with the same average mark have the right to be admitted under the same conditions. A candidate who has obtained the right to admission, and has failed to complete the enrolment within the foreseen deadline, shall lose that right, and the following candidate on the ranking list shall have the right to admission.

 

  1. Evidence:

The candidates have to submit the following:

  • Certified copy of a diploma on obtained academic title of master in an adequate field of science, i.e. an academic diploma of regulated professions, after obtaining a minimum of 300 ECTS,
  • Certificate of passed exams at the level of master study programme,
  • Birth certificate and
  • Proof of active knowledge of English language (minimum level B2).

 

  1. Deadlines for admission:

Application with adequate proofs is submitted to the student services of organizational units of the University of Montenegro, not later than 03. 12. 2021 (until 2 p.m.).

The procedure of ranking is conducted by the Committee for Doctoral Studies at the organizational unit. A candidate who considers the ranking process was irregular has the right to file a complaint to the organizational unit Council, within 48 hours from the moment when the ranking list is published. The Committee is obliged to make the decision about the complaint at least 7 days from the publishing of the ranking list. The decision by the Council is final. A candidate who has obtained the right to admission, and has failed to complete the enrolment within the foreseen deadline, shall lose that right, and the following candidate on the ranking list shall have the right to admission.
