Vice-Rector Orovic: Logo of Excellence of Human Resources in Research a Prestigious Acknowledgment for the University of Montenegro

Vice-Rector and Chairperson of the Scientific Board of the University of Montenegro Irena Orovic, PhD, in video of TV Info Bureau, talks about a prestigious acknowledgment of the European Commission for the University of Montenegro: Logo of Excellence of Human resources in Research (HR EXCELLENCE IN RESEARCH, HRS4R).

Statement is conveyed entirely: 

IRENA OROVIĆ, PhD: "The European Commission awarded the University of Montenegro logo of Excellence in research sorting the University into the group of renowned higher education institutions that proved quality of its research work and its dedication to principles nourished in the European research space.

In 2012, the University signed the Declaration obliging to following basic principles defined by the European Commission through two important documents the European Charter for Researchers (Charter and Code – C&C) and the Code of Employment of Researchers. The Charter mostly defines terms and conditions and professional attire and responsibilities of researchers on one side and institutions hiring researchers on the other, and all with the aim to create a comfortable atmosphere for creating science, scientific results, new knowledge, for transfer and dissemination of these competences towards other sectors and society in general. The Code on Employing Researchers is focused on improvement of quality and transparency of the process of employing researchers and also defining some clear criteria for improvement of researchers, i.e. model of career development of researchers within academic communities. 

We may say that in a complete process of getting Logo of Excellence was preceded by development of Human Resources Strategy in Research that encompassed an analytical approach in identification of some advantages, i.e. good sides we have on the University, but also disadvantages as well, or discrepancies with these important principles prescribed by the European Commission.   

In accordance with this, we also defined the action plan as a concrete set of measures aimed at harmonization of internal legislative and harmonization of organization and general research infrastructure in accordance with the European model. The Strategy included a whole range of relevant issues, starting from freedom of research, ethical principles, and non-discriminating approach to all researchers within the academic community, issues of protection of intellectual property rights, good practice in research etc. In this way we have showed maturity, more precisely possibility to deal with basic principles defined in advanced academic environments in this European region.    

We think that through this process we have made a huge step forward for the University and I am assured that this is significantly help in better international transparency of the University of Montenegro, and we will have more success in applying for international, especially European projects we are focused on.

I would like to emphasize that this was a great challenge for us and management of the University and operating team that worked on a complete preparation of this material prior getting excellence logo has diligently made efforts for the past two years. However, a significant number of challenges and activities are yet to come since we should remain on assignment level and in a way justify the confidence showed to us through this award of Logo of Excellence in Research".
