Biography

Andreja Mihailović, PhD was born on May 7, 1989, in Podgorica, where she completed primary school and high school with outstanding success, winning awards at national competitions. She obtained her undergraduate and specialist degrees at the Faculty of Law, University of Montenegro, a master’s degree in business law at the Faculty of Law, University of Belgrade, and in 2020 earned her PhD after successfully defending her dissertation on “Derivative Lawsuits.” For this research, she spent a period at the University of Birmingham (UK) as a British Scholarship Trust fellow, where she also attended additional training programs in information security, digitalization, and data protection.

During her studies, she participated in the regional Moot Court competition before the European Court of Human Rights and was the recipient of several distinguished awards. These include the Faculty of Law annual awards for academic excellence, the December 19th Award of the Capital City for exceptional scholarly achievement, the Aristide Theodorides Foundation plaque for the best paper in legal history (“The Roman Concept of Justice”), as well as merit-based scholarships awarded by the Ministry of Education of Montenegro to top-performing students.

In addition, she completed a range of programs within: the Institute for Sociological and European Studies (ISES, Hungary), University of Tartu (Estonia), South Eastern European Dialogue on Internet Governance (SEEDIG, Moldova), E-Government Summer Academy of the Swedish Institute and Linköping University (SEGRID, Sweden), Marie Curie Alumni Association “From Research to Innovation,” Summer School “EU and Legal Reform” (CCSDD, University of Bologna), Digital Week (University Côte d’Azur), Cybersecurity in a Global Digital Age: Policy and Management(Italian Ministry of Foreign Affairs and International Cooperation, Luiss School of Government), Hybrid Threats and Cyber Defence (European Security and Defence College, Athens), among others.

She has published extensively in prestigious national and international journals in the fields of business and criminal law, with a focus on IT law, cybersecurity, computer crime, digital investigations, electronic evidence, cyber diplomacy, and legal-policy aspects of digital transformation, including the monograph Information Technology Law Montenegro(Wolters Kluwer).

Mihailović coordinated the national project team in preparing the application for hosting the “Western Balkans Cyber Capacity Centre (WB3C)”—a project of the French Ministry of Foreign Affairs in cooperation with the Government of Slovenia aimed at establishing a regional structure for strengthening cyber resilience and capacity building in the Western Balkans. She was also a member of the organizational team of the ITU Her Cyber Track project and director of the first educational program in cybersecurity of the European Security and Defence College in Montenegro.

In 2022, she was appointed as a distinguished expert in digitalization by the Human Resources Authority of Montenegro for the assessment of knowledge, competencies, and skills required for public administration work, where she also serves as a trainer in cybersecurity and artificial intelligence.

In 2023, she conducted research on digital evidence at Durham Law School (UK), after which she was appointed as an external member of the Centre for Criminal Law and Justice. During 2023 and 2024, she delivered guest lectures in cybersecurity (Science and Technology Park, Sofia), AI (University of Seville), and on the “Cybercrime” module at University College Cork (UCC), Ireland.

She is a member of the European Law Institute (ELI), a member of the Executive Academic Board of the ESDC, and President of Women4Cyber Montenegro.
