Announcement Regarding the Plagiarism Detection at the University of Montenegro
In regard with an intensive interest of public and media, we remind on the Decision of the Senate of the University of Montenegro made on the session held in September 2018 which regulates a previous procedure for plagiarism detection of publication/authorship of academic staff and entities with scientific and research titles employed at he University of Montenegro, as well as students of the University of Montenegro, created before introducing monitoring of master studies which has been on April 30th 2015 defined as one of competences of the Committee within the Centre for Studies and Quality Control at the University of Montenegro.
Former procedure is conducted by a special commission formed by the Council of organization unit that had implemented an entire procedure, from applying thesis to master paper defense before the commission and mentor appointed by the Council. The Commission is composed of at least three members, from a narrow expertise of master paper, out of which one member is a methodologist for plagiarism detection. Commission members shall not be entities with academic and scientific title who previously have written a positive review of paper, mentors and members of commissions for assessment and defense of the paper, as well rest of signatories of official reports.
The commission has a task to perform a professional examination of authenticity of master paper and deliver the report to the Senate of the University of Montenegro. The Commission has at its disposal also results of examination of a concrete author paper, obtained by using licensed software for plagiarism detection iThenticate which license owns the University of Montenegro.
Based on analysis of report of software iThenticate, the Commission determines authenticity of the paper and proposes further steps.
Each individual case is considered solely in accordance with the adopted Decision, i.e. procedures prescribed by it.
As in examples of other procedures implemented at the University of Montenegro, concrete cases shall not be announced until finalization of the procedure.
