Response of Chairperson of the Steering Committee of the University Dusko Bjelica, PhD: Politics and Platitudes Powerless against Facts
Three pensioners of the University of Montenegro declared, on the behalf of ‘Academic network’-group of 16 signatories, two of them declaring falsely as academic entities and those who do not work at the University of Montenegro. They are not dealing with politics. They are non-political and independent.
It is clear they deal with ethic codex and are concerned on higher education. It is obvious they are not satisfied with lectures and science. https://www.ucg.ac.me//radovi_pdf/radovi.pdf. They appear in various groups and always in same manner.
My work and contribution for the University of Montenegro is not to be justified to them. The statistic in all world scientific bases clearly testifies it.
Dusko bjelica has 4 153 quotations within the open Google service the Google Scholar Citations initiated in order to follow scientific activity and influence of scientists all over the globe. On the other hand, 16 signatories of ‘the network’ on the service have less than 350 quotations, showing their scientific activity and influence on scientific field.
The Steering Committee of the University of Montenegro, chaired by me, has finally managed to overcome financial and management crisis of the University and release it of all debts.

When it comes to the number of subjects, it is true I have lectured 22 subjects since transitional period from the old to new studying system, 10 of which I am mentor, through consultations for the reason there are less than five students attending those subjects. I have overall number of 14.5 lecture i.e. 7 lectures per semester, i.e. 1 lecture approximately per subject, of 12 remaining subjects.
Studies reform was implemented three years ago when a free tuition fee has been adopted at the University of Montenegro, providing opportunities not only for those who financially may afford studying but also for the best students. Thus, the UoM enrolled the best graduated seniors. The reform of studying and model 3+2 were systematically detail discussed during the long period. The reform is adopted by competent bodies next to the University of Montenegro, in accordance with the Law on High Education, according to their requirement.
According to all indicators disposable by bodies of the University of Montenegro, reports from faculties and anonymous polls of students, quality, reformed, continuous and more efficient studying is provided in accordance with standards of the European higher education.
Lump-sum assessments of those who are not well-intentioned to the University of Montenegro, will not divert us from acting in accordance with the law, adherence of etic codex and modernization of lecture processes. We act statutorally. Our main goal is satisfied student, qualified for all challenges coming after completed studies.
When it comes to the budget of the University of Montenegro, it is clear that the Parliament of Montenegro decides on it, according to proposal of the Ministry of Education. It is about malicious and incorrect ascertainment, considering the fact the University of Montenegro has never had provided funds for construction of the Faculty of Philology, in any budget, so according to it, those funds could not be redirected to the University Sports and Cultural Centre.
