Reaction to False Allegations of CCE about Non-Transparent Operations of the University

Concerning arbitrary insinuations of the Center for Civic Education and sensationalist headlines of certain media onfinancial operations of the University of Montenegro, and in order to objectively and professionally inform the public, we state the following:

The allegations of the Center for Civic Education that the University of Montenegro did not adequately respond to the subject requirements of the CCE, but did so in accordance with and in the manner provided by the Law on Free Access to Information, are not true.

The University of Montenegro bases its financial operations on positive legislation: the Law on Budget, Rulebook on Unified Classification of Accounts for the Budget of the Republic, Budgets of Extra-Budgetary Funds and Municipal Budgets, Rulebook on Preparation and Submission of Financial Reports of Budgets, State Funds and Local Self-Government Units, IAS for the public sector, the Law on Higher Education and internal acts of the University.

The University is obliged to compile a consolidated financial report, which is duly submitted to the competent state body - the Ministry of Education and the Ministry of Finance on a quarterly and annual basis.

The UMNE Steering Committee reviews and adopts annual Cash Flow Statements (Template 4 and Template 5) that are publicly available on the website www.ucg.ac.me. Each Decision on adoption of the Annual Cash Flow Statements is published in the official gazette - the Bulletin of the University of Montenegro.

Contracted national and international scientific research projects are published on the website www.ucg.ac.me of all receiving faculties and institutes, as well as at other relevant institutions (the Ministry of Science).

On the website www.ucg.ac.me and on the portal of the Directorate of Public Procurement Policy, data on expenditures for monitoring regular operations of the University are published, related to bidders - suppliers for procurement of goods, works and services, as well as concluded procurement contracts.

For the last three years, the University of Montenegro has been operating positively, after paying the multimillion debt, reinvesting significant own funds in modernizing the teaching and scientific infrastructure and responsibly taking care of improving financial and professional position of its employees.
