Reaction of the University of Montenegro

Pursuant to the repeated request of certain non-governmental organizations in which, for the umpteenth time, the dismissal of the management stuff of the University of Montenegro and especially the Rector, is unfoundedly and flatly requested, we inform the public that the autonomy of the University is guaranteed by the Constitution of Montenegro, the Law on higher education and international regulations and therefore participation in election and dismissal of the rector, is not in the jurisdiction of non-governmental organizations. Also, we emphasize once again that no minister, rector, dean, professor or NGO is and could not be above the law and the Statute of the University of Montenegro and that the University of Montenegro, will, as before, manage all the activities exclusively by legal acts and procedures and not by media provocations, malicious insinuations and rhetoric as well as incompetent comments.

In order to get to know the public in more detail and encouraged by media announcements about court proceedings that are imputed to the current administration of the University of Montenegro, we inform the public once again that these two trials began in 2005 (addressing the housing issue of full prof. Jelica Stojanović, PhD at the Faculty of Philosophy in Nikšić) and in 2014 (competition in the election of the academic title of Dušan Bugarin, PhD and full prof. Gordana Šebek, PhD at the Biotechnical Faculty respectively) i.e. that these are cases from previous times and they are the same, only due to circumstances and/or inefficiency of the individuals, “come to charge” current management and and which were further resolved in accordance with the instructions of the competent services of the Rectorate. Therefore, in accordance with the aforementioned media announcements, we are afraid that previously stated statements of one of our professors “that Montenegro has long been in the matrix of certain non-governmental organizations, which only with a weak University that should be presented in public as incompetent and passive, can come true, to receive their grants to guaranteed seats in various government committees, and even to turn their “expert” opinions into laws that attempt to regulate issues of science and academia at the most important Montenegrin institution, and that is and will remain the University of Montenegro”, and at the same time we wonder if  the “bounty hunt”, which we are witnessing now, has the stamp of personal and cheap sensationalism?

Also, we are surprised that the same non-governmental organizations and the same media that persistently transmit their vague and semi-verified information will not publish information about the successful financial operations of the University of Montenegro. They do not want to publish the information that the University of Montenegro went from a deficit in business of over 10 million euros to plus 14.9 million euros of own funds on the last day of 2020. Also, they will not and / or do not want to announce that over 200 scientific research projects are currently active at UCG, to solve the issues of housing policy of employees, to invest significant funds in teaching and scientific infrastructure, to have professors extraordinarily listed in scientific databases and to Through hard work and commitment over a number of previous years, UCG has built a system based on objective, transparent and above all clear criteria that is woven into our institutional legal framework, all our regulations and internal acts, and when we talk about the criteria for selection to academic titles and when we are talking about criteria for doctoral studies, or criteria for rewarding employees for special contributions to science and positioning of the University...

However, it is more important for these non-governmental organizations and their media to extract the mentioned lawsuits, and in that way, with a deficit of accurate, complete and verifiable information, encourage media lynching.
