Satisfaction of Deans and Directors of the University Units with Functioning of the University of Montenegro Expressed

The meeting of the extended Rector’s Collegium, chaired by Danilo Nikolic, PhD, the Rector of the University of Montenegro was held today at the University of Montenegro. All deans and directors of the university units, next to the members of the Rector’s Collegium, attended the meeting. Dusko Bjelica, PhD, the Chairman of the Steering Committee of the University of Montenegro and Danilo Jelovac, the Chairman of the Students Parliament of the University of Montenegro attended the meeting.

Rector Nikolic and members of the Rector’s Collegium, Vice-rectors Irena Orovic, PhD, Djurdjica Perovic, PhD, Natasa Kostic, PhD, and Boris Vukcevic, PhD, presented the most important activities that are currently implemented and those that will be implemented in the forthcoming period. They talked on the current problems at the university units and the way of their overcoming. 

Heads of university units were introduced, inter alia, with the requests of the University of Montenegro addressed to the Ministry of Education regarding the Amendments to the Collective Agreement of the University of Montenegro. The University strives to improve the status of its employees through the increase of salaries that would be aligned with earnings in the Public sector. Salaries of the UoM employees are among the lowest in regard to the region, therefore, the increase of revenues and resolution of the housing issue would provide the existence of current and influx of a new university scientific staff. One of the most important novelties included in the proposal for amendments to the Collective Agreement is the raising of salaries up to 30% for scientific and research contribution of an employee, which has not been the practice so far.

In order to meet the housing needs of employees through the allocation of financial assets at the University, deans and directors were acquainted with the amount of funds currently available in the housing fund of the University that will be used for meeting these needs under favourable terms. A housing commission has been formed with the assignment to allocate foreseen funds until the end of this year based on the Rulebook on Resolution of Housing Status of Employees at the UoM and the Rulebook on Allocation of Financial Assets for Improvement of Housing Status of Employees at the University of Montenegro. The next step aimed to improvement of housing status of employees implies allocation of apartments under favorable terms within the campus of the University of Montenegro.

Heads were introduced with the initiative for the audit of existing programs at undergraduate and new reformed master study programs, then with activities being performed for the purpose of establishing the Centre for lifelong learning, amendments to the Rules on Study at Postgraduate Level, procurement of a new scientific base, implementation of project activities and staff and students mobility, as well as the implementation of public procurements that provided contemporary teaching and laboratory equipment, a new accommodation in halls and amphitheatres and the adaptation of the University facility.

 

Opinions on the omissions in the functioning of particular administrative services at faculties that caused delays in regulating the status of students at postgraduate studies were expressed at the collegium. Considering the majority of students at postgraduate studies with a backlog Master paper (30ECTS at most faculties) enrolled studies in the period 2004-2017, and for the purpose of boosting the efficiency of studying at our University; we will seek for the most optimal solutions and manners of regulating the status of aforementioned students in cooperation with the Ministry of Education and Students Parliament of the University in the next period. The attitude towards the improvement of the functioning of administrative services at most university units was expressed as well.

 Deans and directors agreed on the efforts put in the development of the University of Montenegro and supported strategic commitments of the University of Montenegro in the upcoming period.
