Call for project proposals under the programme CC4WBs (Culture and Creativity for the Western Balkans)

Call for project proposals under the programme CC4WBs (Culture and Creativity for the Western Balkans) has been published, with a deadline for submission of proposals until 31st of May 2023, by 17:00 CET. The programme is funded by EU and implemented by UNESCO, the British Council and the Italian Agency for Development Cooperation (AICS).

Eligible applicants are public institutions and civil society organisations from Western Balkans IPA Beneficiaries countries:  Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia.

All submitted project proposals must include at least two Western Balkans IPA Beneficiaries countries, and there must be at least one partner organisation/institution that is not from the country of the lead institution.

Duration of projects must be from 3 to 18 months. There are several financial thresholds for grant funding per project, and which one is applied depends on the Thematic Window under which the project proposal is submitted. These are the thresholds:

  • Financial threshold I – up to 5.000 EUR
  • (no co-financing required)
  • Financial threshold II – from 5.001 to 30.000 EUR
  • (minimum 10% of co-financing)
  • Financial threshold III – from 30.001 to 50.000 EUR
  • (minimum 15% of co-financing)
  • Financial threshold IV – from 50.001 to 80.000 EUR
  • (minimum 20% of co-financing)

Applicants are required to indicate the Thematic Window they are applying for, including the specific lot under the TW, if applicable. There are 4 TWs:

  • Improved local cultural spaces through improved public-private partnerships;
  • Financial thresholds I, II and III are applicable
  • Artists, media professionals and cultural operators mobilised, connected and enabled to promote the diversity of cultural expressions in and from the Western Balkans; 
  • For lot 1 financial thresholds I, II and III are applicable
  • For lot 2 financial thresholds I, II, III and IV are applicable
  • Regional networking, cooperating and promotion for enhanced cultural production and access;
  • For lot 1 financial thresholds I, II and III are applicable
  • For lot 2 financial thresholds I and II are applicable
  • For lot 3 financial thresholds I, II and III are applicable
  • Protecting and leveraging cultural heritage for sustainable development;
  • Financial thresholds I, II, III and IV are applicable

For administrative expenditures (human resources and overheads) a grant may cover maximum 25% of the total budget, i.e. minimum 75% of the total budget value must be earmarked for the project’s thematic activities (where expenditures for visibility, dissemination and promotion should fall within these 75%).

The number of applications per institution is not limited, but the number of awarded grants is limited to two, of which maximum one grant as a lead applicant.
