The University of Montenegro Achieved Positive Performance for the Previous Year

Steering Committee of the University of Montenegro (SCUMNE), on a session held today, adopted the Financial Report on operations of the University of Montenegro or 2019 with separate financial reports of organization units and opinion of the Internal Audit Service of the University.   

Chairperson of the Steering Committee UMNE Dusko Bjelica, PhD, said that the report determined that the University has made a stable financial business, hence achieving surplus of 13, 42 million euros.

„Incomes from the budget are 19, 36 million euros, and own incomes are 13, 04 million euros. This outcome is resulted by a timely undertaken measures and fact that we used disposable funds cost-efficiently, efficiently and effectively. It was concluded that the University achieved important and measurable performance results", Chairperson Bjelica pointed out.

According to his words, a positive performance is partially achieved through incomes from projects from EU fund, Government of Montenegro and International Bank for reconstruction and Development IBRD.

„In the UMNE Rectorate only, funds based on gained research and international projects is 1, 18 million euros“, Chairperson Bjelica said.

He added that 2, 2 million euros is cumulated by incomes from sales of apartments, land, lease and rent foreseen for the Fund for Meeting Housing Needs of Employees of the University of Montenegro in forthcoming period.

Many additional efforts have been made, Chairperson Bjelica added, so to substantially pay the debt for scholarship of self-financed students.

During last year, with funds of Development Fund of the University of Montenegro, aligned with decisions of Rector of the University of Montenegro, Danilo Nikolic, PhD, numerous steps have been undertaken for improvement of teaching process especially for evaluation and award of employees for a special contribution to development and international positioning of the University of Montenegro.   

"This contributed that the University of Montenegro makes a progress of 1210 positions in  Webometrics Transparent Ranking list, gets Logo of Excellence of Human Resources in Research by the European Commission, has on Google Scholar largest number of scientists UMNE(414 names) having a high position in ranking world universities according to best Google scholar profiles, in Times Higher Education ranking is in the category 800+ of best world universities in the field of physical sciences and in the category 601-800 best world universities in the field of engineering and technological science and many other progresses", Chairperson Bjelica said. 

The University of Montenegro, during the last year, next to investments into procurement of teaching equipment, invested into adaptation of construction objects, current maintenance of construction objects and equipment, procurement of books for Central University Library, procurement of Web of Science – software package for data bases and management, procurement of services of property insurance of the University of Montenegro.

The University for 2019 had expenditure of 8.794.917,80 euro, related to taxes and contributions of earnings to the Tax Administration (7.627.899,90), costs for surtax to taxes for income of physical persons (311.829,00), electric energy costs (452.863,97), costs of stoke oil and crude (258.507,15), water costs (87.490,87 euros) and communal fees expenses (56.326,81).

On today’s session, Proposal of the Public Procurement Plan is adopted for 2020 in total amount of 6.884.351, 25 euros, as well as financial plan and Public Procurement Plan of the University Sport and Cultural Center LLC Podgorica.  

According to proposal made by Rector Nikolic, normative acts have also been adopted for regulating area of meting housing needs or employees on the University of Montenegro, or amendment of four rulebooks: Rulebook on Meeting Housing Needs of Academic Staff with academic title on UMNE; Rulebook on Meeting Housing Needs of Associates, Expert and Non-Academic Staff on UMNE; Rulebook on Meeting Housing Needs of Employees on the University of Montenegro by Awarding Funds (credits); 

Also, for Dean of the Faculty for Fine Arts has been elected MSC Marko Markovic, Assistant Professor and by-now Vice-Dean on the Faculty for term of office 2020-2023. He will enter the duty on April 17th 2020.
